Other than in a deployment where I have to match an existing Apache 1.3 web server when would I want to use the legacy 1.3 server?

When the administration of the installation will be done by people who are (1) most familiar with 1.3 (2) unconcerned with not being able to absorb new features from 2.0+.

This is the same as any other software choice, I think; familiarity is a big pro in the pro/con choice between any 2 software packages.
