<p>When the administration of the installation will be done by people who are (1) most familiar with 1.3 (2) unconcerned with not being able to absorb new features from 2.0+.</p> <p>This is the same as any other software choice, I think; familiarity is a big pro in the pro/con choice between any 2 software packages.</p>
